文化生活圈與文化設施發展之研究

摘要

隨著空間距離的縮短、工商業發展變遷、生活消費形態改變及活動的多樣化，文化活動與生活記憶面臨消逝的危機。台灣的文化建設由於長期缺乏一完整且具體的方案，導致文化空間及活動資源未能有完整的發展計畫，以致阻礙文化之發展，相對地文化生活空間品質則較難提升。是以，本文經由文化生活圈、文化活動與文化設施的觀念基礎切入，提出文化生活圈與設施發展的構想－「文化設施功能網路(cultural facilities service networks)」，及「文化中地(central place of culture)」的理念，並說明文化設施在未來的使用面上，宜加強彈性化、綜合性與互補性的利用原則。據此提出「文化自主」的理念與未來文化發展中計畫工具配合的方向，作為文化發展政策制定之參考。

Associated with shrinking in geographical distance, changing in industrial development, and diversifying in consumption types and activities, Taiwan has faced a growing crisis in which local cultural activities and memory are increasingly fading away. Owing to an absence of a long-term and consistent program in Taiwan's cultural construction, the development in Taiwan's cultural space and resources has been manipulated in an unplanned way, not only impeding cultural development but also imposing difficulties for upgrading spatial quality in Taiwan's cultural living.
It is in this background consideration that the paper, rooted in the conceptual foundation of cultural living perimeter, cultural activities and its facilities, is to point out a conceptual framework for developing cultural living perimeter and connected facilities, i.e. the ideals of 'functional networks of cultural facilities' and 'central place of culture'. It is argued that future policy in cultural facility use should emphasize on triple principles of flexibility, comprehensiveness, and complement. The concept of 'cultural autonomy' and planning direction for further cultural development are also formulated in this paper to serve future references for policy design.
