永續性社區發展之系統模擬－以平等里社區為例

a System Approach for the Development of a Sustainable Community : a Case Study of Ping-Ding Community

摘要

目前推動永續發展面臨兩個結構性問題，其一是永續發展概念在空間單元上的實踐，其二是永續性的衡量方法。對於第一個問題，本文基於「全球著眼、地方著手(global thinking, local action)」的概念，從社區尺度出發，探討永續社區的發展。第二個問題則有別於傳統指標建構的作法，採系統思維(system thinking)的方式，利用「感受性系統模型」(Sensitivity Model)，探討社區發展的永續性。本文以台北市近郊的平等里社區為例，根據社區系統的發展狀況，建立代表社區發展的26項變數。並利用團體諮詢過程，採納社區民眾與專家之意見，檢視變數在系統中所發揮的特性；再由群體意見的匯集，來界定各變數的系統角色，完成「型態辨識(pattern recognition)」，呈現出平等里社區的系統特性，發現了其源自特殊自然與人文資源對社區的發展帶來了一些衝突。本研究更進一步建立平等里社區的課題系統(partial scenarios)，模擬未來的發展趨勢，探討當社區系統在不同的政策或調控介入之下，將產生什麼樣的影響。最後，運用模式中對於生態環境所提出的八個「生物控制論」觀點對平等里社區進行控制與評量。

Two concerns are identified on the effort toward sustainable development. One is about the geographical scale of implementation and the other is the measurement of sustainability. In this paper, a system model of Ping-Ding community, Yang-Ming Shan National Park, is constructed to analyze the sustainability of community development based on the concept of ‘global thinking, local action.’ The model of Ping-Ding community is built by Sensitivity Model on a system thinking, which is different from the traditional index-based approach.
