非都會區公路緊急搶修作業之課題與系統架構

The Issues and System Framework of Highway Emergency Rehabilitation in Suburban Area

摘要


過去,多數的文獻研究以防救災工作為主,研究重點集中在市區及都會區之醫療、防火及警力派遣工作,而在非都會區之公路緊急搶修工作較少涉獵。惟地震災害對非都會區之運輸系統造成廣泛且嚴重之損壞,由於過去搶修目標的不適宜及搶修工作受限於搶修責任區的限制,所以緊急搶修效果不彰。地震災害發生之緊急搶修工作,不僅直接影響災區民眾的財產及生命,亦影響後續搶修及復建工作,應予以重視。本文首先定義「公路緊急搶修」,分析緊急搶修與搶修間之差異,及非都會區之緊急搶修特性。接著以集集地震為例,探討緊急搶修作業所面臨之課題。隨後針對前述課題,以系統之觀點研提一個未來可運作之系統架構及構建緊急搶修排程模式。最後確立緊急搶修工作為階段性的雙目標,並對有關緊急搶修工作提出改善及建議事項。

The past studies emphasized on disaster prevention works, such as medical treatment, fire extinguishment and police dispatch in urban areas, but few studies cared about emergency rehabilitation in suburban areas. Since the past rehabilitation objective is unsuitable and the rehabilitation task was constrained in worktroop's duty area, the rehabilitation performance is ineffective. Based on the importance of the emergency rehabilitation, the study first defines the ”emergency rehabilitation”, distinguishes it with traditional rehabilitation tasks, and analyzes its characteristics in suburban areas. Next, this study discusses emergency rehabilitation issues for the Chi-Chi earthquake and establishes a workable emergency rehabilitation system framework, and constructs an emergency rehabilitation scheduling. Finally, this study proposes two objectives and some improvements for the emergency rehabilitation.
