臺南舊市中心空間再生之研究:由街區結構和文化再生之觀點

Mechanism of Regeneration in Old Urban Districts of Tainan from the Perspectives of District Configuration and Cultural Revitalization

摘要


這是一篇從臺灣舊市中心街區構成的實質空間問題開始探討,藉由文化創意族群介入活化空間視點,所形成的舊街區再生論述。研究先直接從田野調查分析舊街區所存在的空間問題,並提出該基地在發展過程中的關鍵性強弱要素,由此分析出屬於臺灣本土的街區結構。此外「再生」必須先有明確的發展遠景,由於此區被定位成為文化園區,本論文藉由文化城市相關論述探討文化如何介入活化空間的問題,先將閒置空間依區位、臨路條件、建築型態原則進行分類,並由於影響空間被持續使用、轉換使用,閒置尚涉及使用者的選擇問題,研究者持續3年記錄地區閒置空間的消長情形,藉由疊圖分析發現閒置空間被再利用和文化創意產業者的進駐有關聯性,故鎖定深度訪談了32位特定從事文化創意產業的族群。進而將該族群對空間的選擇性落點於區位、面積與型態所形成之象限圖進行檢討,研究成果檢證了民間自主再生空間的趨向,驗證了區位、臨路條件、建築型態確實影響了創意族群的選擇性關係,發現一般蓋公寓大樓的更新模式並不適合臺南,進而對南臺灣都市更新的推動方式提出具體的建議。

This study initially investigates the issues surrounding the physical space configuration of old urban districts in Taiwan, from the perspectives of cultural and creative industries, regarding the activation of urban spaces in a discussion of the regeneration of old urban districts. By examining the problems associated with physical spaces in old urban districts through a field investigation, this study identifies the strong and weak key elements of an old urban district in Tainan during the development process, and further analyzes the configuration of the district in terms of local Taiwanese culture. Since ”revitalization” requires a clear development vision, and since the district has been positioned as a cultural park, this paper discusses how culture affects the issue of space activation based on the discourse of urban culture. The unused spaces are first classified according to location, proximity to arterial roads, and types of building present. Because users determine the sustained use, transformation, or non-use of a space, this study thus recorded the growth and decline of unused space in this area for three consecutive years. The results of this study indicate that the regeneration of unused space is associated with the presence of cultural and creative industries. Therefore, in-depth interviews with 32 people involved in cultural and creative industries were carried out using a map of intention for regional spatial plans as a guide, and their outcome reveals the preferences of these people regarding use of the space. The results of this study validate the trends of private autonomy in space regeneration, and demonstrate that location, proximity to arterial roads, and types of building determine the choices made by people from the cultural and creative industries. This study concludes that apartment buildings are not a suitable transformation model for revitalization in the Tainan urban district, and this study further provides specific recommendations that may be crucial for the promotion of regeneration of other old cities in southern Taiwan.
