This paper finds that Demsetz (1973) conducted a defected study in testing his own efficiency hypothesis, and thus decides to re-examine the issue. Using the inspected relationship between large-and-small-firm profit discrepancy and concentration ratio may mistakenly judge collusion results to be effieient, or completely reverse the verdict. This skepticism is supported by our empirical analysis employing time series data of Taiwan's cement industry.
