「全球化」從一九九○年代起已成為影響世局發展的關鍵性力量。「全球化」的趨勢也反映在亞太安全體系的變遷中;尤其是,因資本全球化而產生的一九九七「東亞金融危機」,以及因二○○一年「九一一事件」而衍生之全球反恐作戰,皆對亞太安全體系造成廣泛而深遠的影響。連帶地,長期主導亞太安全體系討論的主要理念-「共同安全」、「合作性安全」與「綜合性安全」也應予重新檢視,評估這些理念在「全球化」趨勢下的適用性及可能的修正,甚至,提出新安全理念的論述以因應「全球化」的發展與挑戰。本文即從省思「全球化」及其與亞太政經互動所蘊含之經濟與軍事的意義,作為重構亞太安全理念的依憑,並據以提出「新綜合安全體系」來建構符合亞太獨特安全生態的觀點。
Since the 1990s, Globalization has been the main dynamics influencing the development of world system. The trends of globalization were also reflected in the change of the Asia-Pacific security systems. Among them, the ”East-Asia financial crisis” and the ”911 terrorist attacks” both do deeply influence the development of Asia-Pacific security systems. Such situations make these conventional ideas like Common Security, Cooperative Security and Comprehensive Security defective. Even though these three concepts have long been discussed inside the issues of Asia-Pacific security systems, they should be regenerated to accommodate new challenges in the era of globalization. The article first reveals how the trends of globalization condition the development of Asia-Pacific security systems and then argues that the new integrative idea ”Neo-Comprehensive Security System” would be a better guideline on the security issues for countries around Asia-Pacific.
