本文主要焦點在於從微視動員脈絡的觀點,檢視1990年代台灣社會的地下電台風潮之於計程車牌照開放運動發生過程的關係,透過節目錄音、訪談記錄及次級資料的分析,作者發現地下電台作為一個異議媒體及運匠聽眾作為一個職業群體,本身即具有一定的親近性關係,而地下電台特殊的經營方式及節目內容,包括政治反對運動的意識型態、強調開放參與的經營方式、卡拉OK精神的call-in節目等等性質,有助於地下電台與運匠之間形成小團體的情境或一群人的脈絡,進而提供集體歸因過程、既存組織雛型、團結連帶誘因等等要素,成為「另類」的微視動員脈絡,透過微視動員脈絡的觀點,吾人不僅得以釐清特定運動的發生過程,尤其是影響社會運動發生的不同因素,更得以理解其對於特定運動發展過程的影響。
This article focuses on the relationship between underground radio station and the emergence of de-regulation of taxi licenses movement. Reviewing on the birth of de-regulation of taxi licenses movement, this article suggests that because of the particular properties of dissident media, underground radio station forms a small group setting between itself and taxi drivers. This small group setting which provides processes of collective attribution, rudimentary forms of organization and structures of solidary incentives becomes the alternative micromobilization context of the de-regulation of taxi licenses movement. Micromobilization context as an analytic concept helps us not only to understand the emergence of social movement, but also to elaborate the development of social movement.
