This empirical study examines factors affecting public administration theory practice connection, on the basis of data revealed from a 1990 survey administered in Taiwan.Although majority of the respondents indicate of having positive experience in applying administrative knowledge to actual problem solving, it is not clear through what means such knowledge is transferred. The function of external agents (i.e., professional association and journals) is limited, and the barriers to knowledge utilization are primarily internal to the administrative agency (i.e., training, resources, and authority). On many aspects, Taiwan public administration scholars and practitioners differ. Efforts to improve theory-practice connection should focus on enhancing mutual understanding between these two communities.
