The Development of the United Germany's Political Party System

統一後德國政黨體系的發展

摘要


二次大戰前,德國政黨大多專注於意識之爭和教條主義。這種趨勢在戰後已明顯改變。西德各政黨轉而關注於政治實務,幾乎所有重要決策均由政黨制定。西德政治體系也因而被稱之為「政黨國家」。然而,在德國統一後其政黨體系將如何發展呢?西德存在已久且穩定的政黨體系是否會因政黨數目增加而改變抑或持續現狀?運用政黨分裂模式與功能模式,本文分析結論指出,在可預見的將來,西德現有的穩定的政黨體系會持續存在。

Before the World War II, the German political party system focused on ideology and doctrine. However, this tendency made shift soon after war. The parties of the Federal Republic Germany concentrated much on practical matter of organizing government. Since its political decisions are almost made by political parties, the West Germany's political system has been termed ”party-state” Then, after unification, what is the likely future of the German political party system? Will it continue or change the established party system that has been stable in the former West Germany? Applying the theory of Cleavage Model, Functional Model, this paper shows that the united Germany's party system will continue in the foreseeable future.
