Due to the centralization of central government, the local government has been suffering from insufficient financial resources. However, the relationships between central government and local government have changed after stripping the autonomy Taiwan Provincial government. One of them is the distribution of fiscal revenue and spending. The main thesis of this paper is to analyze the past and future problems of fiscal revenue and spending. In the first section we explain the main laws concerning the distribution of fiscal revenue and spending. Section II presents the current problems from the perspectives of finance and taxes. The third section suggests several alternatives to resolve the problem of insufficient financial resources.
