摘要

本文針對我國現行政策環評之審議流程與評估方法學深入探討，期透過文獻分析與國際制度比較研究，深化與改良我國政策環評方法學，以利政策環評制度於我國之後續推動與紮根。本文提出我國現行政策環境影響評估制度在制度上與實務上的問題，並將現行制度與實施工具與荷蘭、歐盟、南非、加拿大等國進行比較分析。研究結果建議應整合新增之評估程序於現行審議流程中，以增進整體政策環評作業之科學性與完整性；此外，研究結果亦建議將永續性評估之精神納入現有的政策環評架構中，在初期可嘗試應用評估指標與標的於現行政策環評矩陣評量作業中，以提昇評估作業之可操作度與永續性親和度。

This study examines the current SEA procedures and assessment methodologies, aiming to propose strategies that can lead to effective improvement. Literature analyses and comparative studies were carried out. Institutional and practical problems with regard to the regulations and tools of SEA in Taiwan were compared to those in other countries such as the Netherlands, EU, South Africa, and Canada. According to the research results, it was suggested that extra evaluation processes should be incorporated into the current assessment procedures to improve their scientific validity and integrativity. Moreover, it was also suggested that the sustainability appraisal approaches be included in the SEA framework. In this phase, revised evaluation indicators associated with corresponding targets can be the first attempt for modifying the SEA framework. It is believed that these can promote the operability in practice and also lead the whole assessment procedures to a direction closer to sustainable development.
