This study proposes a new model to explain achievements for the trainees in public vocational training centers. The study aims to empirically analyze factors of vocational training achievements. Based on literatures, the study applies vocational training transition theory (VTTT) and verifies that personal characteristics significantly associate with training achievements. Data were from 392 subject trainees of 15 training programs in the Southern Training Center, Bureau of Employment and Vocational Training in Taiwan. The results reveal that there are significant relationships between most of the personal characteristics and achievements. Achievements of vocational training significantly correlate to trainees' unemployment experiences. It is also proved that the married trainees have higher achievements. However, there is no significant relationship between most of the demographic factors and achievements.
