摘要

根據2000年有線電視系統業者調查資料，本文先以資料包絡分析法評估個別系統業者的技術效率，然後應用Tobit迴歸方法探討影響有線電視系統業者技術效率的因素。評估結果顯示，系統業者之間的經營效率差異相當顯著，且大部份系統業者在資源運用效率上仍有相當大改善空間。迴歸結果發現，在有兩家系統業者存在的經營區裡，系統業者的技術效率會較低；都市地區系統業者比其他地區業者更有效率；經營規模與技術效率間具有正的半對數關係；大型顧客比率及自製頻道數目與技術效率具有正向關係；寬頻網路架設對技術效率之影響為負的。

Based on the data of Taiwan's cable system operators in 2000, this paper first uses DEA to assess technical efficiency of cable operators, and then applies the Tobit censored regression to investigate the determinants of technical efficiency. The empirical results show that the differences among cable operators' efficiency estimates are significant and there exists an ample space for most of them to improve their efficiency. Cable operators located in urban areas are more efficient than those in other areas. A cable operator's size, the ratio of community or apartment-building subscribers to total subscribers and the number of self-programming channels have positive impacts while the degree of competition and the quality of cable service have negative impacts on technical efficiency.
