ISO14001是最受全世界認可的環境管理系統,它的設計具有彈性,適用於任何大小組織,包括一般民營及公營企業,然而在台灣被接受的程度卻遠遠不及ISO9001,其主要原因乃是缺乏專業人員及合適的執行方法,在14001條文中要求鑑定環境考量面(Identify Environment Aspects)及這些考量面是否符合法令規章等。因此,本文提出運用失效模式與效應分析(Failure Mode and Effect Analysis, FMEA),依風險優先指數(Risk Priority Number, RPN)分數之高低來鑑定顯著環境考量面(Significant Environment Aspect),然後再用社會關心程度、改善技術之可行性及改善成本等三項指標之乘績總分進行第二次評估,以決定優先改善順序,這個方法已經成功運用於一個推行ISO14001之企業,並且已獲得實際之成效。
ISO 14001 is the world's most recognized environmental management system (EMS). It is designed to be flexible enough to be applied to any sized organization in both the private and public sectors. However, its degree of acceptance is far less than ISO 9001 in Taiwan. The major reasons are lack of expertise and proper method for implementation. One of the requirements of ISO 14001 is to identify the environmental aspect of its activities is conform to legal and regulative laws or not. This paper proposes a new concept using Failure Mode and Effect Analysis (FMEA) to identify the significant environmental aspect by risk priority number (RPN), then the priority of improvement sequence is determined by three factors: Extent (E), Technology (T), and Cost (C). This method has been successfully applied to a company that implemented ISO14001 and its sound results are obtained and maintained.
