結合品質機能展開與可拓優度評價法以提升綠色螺絲供應商之經營績效

Improving the Business Performance of Green Fastener Suppliers Using Quality Function Deployment and Extenics Theory

摘要


台灣螺絲工業享有「世界第一」封號,由於產業不斷朝向高值化發展,讓台灣螺絲工業不斷向前邁進;自從1997年京都議定書(Kyoto Protocol)生效後,環境保護問題逐漸受到重視;歐盟在2006年7月1日頒佈限制電子電機設備中危害物質禁用指令(Restriction of the use of certain Hazardous Substance in EEE;簡稱RoHS)及廢電機電子設備指令(Waste Electrical and Electronic Equipment,簡稱WEEE)兩項新法令,對台灣各產業造成嚴重衝擊,螺絲產業當然也不能倖免。近來,中國大陸也施行類似RoHS法令,對台商影響甚鉅。綠色潮流儼然成爲國際趨勢所在,爲將綠色趨勢導入螺絲工業,本研究利用QFD觀念,先採用因素分析法萃取出影響綠色螺絲供應商顧客需求(VOC)之構面因素及以VIKOR法篩選出工程需求(VOE)之因子,再利用可拓優度評價法決定工程需求之改善優先順序,最後以Modified TOPSIS,構建綠色螺絲供應商之競爭者評估。綜合言之,本文評選出綠色螺絲供應廠商之優先改善前三項分別爲:產品成本、產品品質、專利加工技術;綠色螺絲供應商應重視之顧客需求爲合理價格、品質控制、工廠生產技術等,這些結果可提供國內綠色螺絲供應商提升競爭力與經營績效之參改。

Taiwan's fastener industry has its reputation of number one in the world, resulting from the fact that the industry is moving towards high value-added activities and consistent product development. However, the fastener industry is also facing the challenge since the Kyoto Protocol coming into effect in 1997. The consequence of environmental protection is becoming the major issue for organizations' competition. On July of 2006, European Union (UN) restricted the use of certain Hazardous Substance in EEE (RoHS) and Waste Electrical and Electronic Equipment (WEEE), and the impact of green revolution was becoming obvious to every industry, including the fastener industry. Recently, People's Republic of China (PRC) also announced the restriction of the use of RoHS and this act causes a great impact to Taiwanese industry in mainland China. It is obvious to see the trend that the green protection becomes a main stream in modern society. In response to the impact of the wave of green protection, the author proposes an approach, based on the Quality Function Deployment (QFD), for those Taiwanese fastener manufacturers to increase their competitions and business performance. In this study, factor analysis and VIKOR theory are first applied to identify critical factors of Voice of Customer (VOC) and Voice of Engineering (VOE) respectively. After that, the priority of the factors of VOC and VOE is ranked. In the end, the Modified TOPSIS is applies in assessing and evaluating the capability of fastener suppliers. The research results show that manufacturing techniques, price, and innovation ability are the first three critical factors of VOC for fastener suppliers. Meanwhile, the other three corresponding items of engineering requirements are process technology of the patent, products quality, and product costs. These factors of VOC (the most requirements by customers) and VOE (the most requirements by engineering) found in this study can be useful reference for green fastener supplier in improving their competitiveness and business performance.
