企業以專案式組織(Project-Based Organizations, PBOs)的運作模式來因應外在高度競爭的環境,已成為新觀念與風潮。然而,近幾年許多研究相繼指出PBOs運用於傳統組織架構中會面臨到許多困難。有鑑於此,本文主要目的係嘗試建構以專案式組織為基的卓越經營模式,亦即將卓越經營模式與PBOs結合,發展最適的衡量工具,讓PBOs的認知與應用更趨於全面性與完整性。為達此目的,本研究首先回顧PBOs之相關文獻,找尋關鍵成功因素並加以彙整;其次,將PBOs的關鍵成功因素與歐洲卓越模式進行差異比較,並進一步發展以專案式組織為基的卓越經營模式與衡量工具;最後,藉由實際案例來展示模式與工具的運用,以供實務應用者之參考。上述模式之建構與展示內容於本文有進一步闡述。
A review of the previous literature in relation to project management found that enterprises have promoted the use of Project-based Organizations (PBOs) models in response to the highly competitive business environment. However, the recent studies argued that PBOs display a number of weaknesses when they are set in the traditional organizational structures. In order to widen the perspective of PBOs and adopt more appropriate organizational models for them, this study focuses on a study of business excellence for PBOs and develops an instrument to evaluate the degree of excellence for this type of organizations. To achieve this research objective, the critical success factors of PBOs are firstly reviewed and summarized. A comparison between those critical success factors and the criteria in EFQM (European Foundation for Quality Management) excellence model is then made for the development of the model and the instrument proposed in this study. Finally, a case study is conducted to demonstrate the use of the proposed instrument. The result showed it is useful in evaluating the degree of excellence for PBOs and identifying the areas for improvement.
