The existence of spillover effects on noxious facilities will affect the optimal collocation of resources in economic society, and prevent market function from leading the production and consumption into their ”pateto optimality”. Consequently, this resarch provides a statistically empirical result based on non-market goods appraisal approach, and evaluates the significance of spillover effects on noxious facilities which is implicit to the properties value of residents. Thus we are able to understand the requirements and feedbacks of residents with respect to the environmental quility. Finally, when establishing public policies, the decision-makers could use the figures on this research as an objective reference.
