Generally, the positions of the military organization in National Defense are occupied by the military officials, but it also recruits civilian employees owing to the speciality and the need of the positions. Recently the change of the social circumstance causes the reduction of the military officials. Therefore, the role of the civilian employees become more and more important in the armed forces. Howevere, the existed regulations concerning the employment and administration of the civilian employees are not complete and satisfactory. The purpose of the article is to explore and study the related regulations and make recommendation as the references for amending the regulations in the futrue.
