中油公司於民國91年完成永安至通霄36吋海底管綫並加入營運,輸送自永安液化天然氣接收站輸送天然氣至台電通霄電廠,並分擔部份北部市場需求,重要性與日俱增。爲維護海底管綫之安全,且基於管綫風險管理之理念,必須針對海管全綫及KP 32.2公里附近管綫懸空段進行定期及不定期檢查,中油公司於92年9月起委託中山科學研究院資通所針對管綫懸空段之拋石保護工程效果進行監測工作,本文爲中科院資通所針對本項監測工作從檢查設備、檢查作業規劃、海上實際作業、檢查結果之判讀等方面做一概略性說明,以提供國內學術界參考並指正,中油公司更希望能獲得更多回應,以做爲將來進行擬訂檢查計畫之參考。
Chinese Petroleum Corporation completed the 36-inches O.D. Yung-An to Tung-Hsiao Offshore Gas Transmission Pipeline in 2002 and was put on gas the same year. The offshore gas pipeline is responsible for delivering natural gas from Yung-An LNG Receiving Terminal to Taipower's Tung-Hsiao power plant located in Tung-Hsiao, Miao-li county and share the burden of gas transmission to meet the ever increasing gas demand of northern market. The importance of the offshore pipeline is increasing. In order to ensure the safety of the offshore pipeline and to implement the philosophy of pipeline risk management, regular and particular inspection for the entire offshore pipeline and the free span at KP 32.2km will have to be implemented. CPC has since September 2004 entrusted Underwater Technology Section of Chung-Shan Institute of Science & Technology the monitor survey of the effectiveness of free span protection work. This paper describes the inspection equipment, inspection operation planning, actual offshore operation and results of the inspection. Through the publication of this paper, CPC look forward to receiving feedbacks from relevant academic and research institutes as reference for devising the future inspection plan.
