運用平衡計分卡建構圖書館之核心策略:以陸軍專科學校資訊圖書中心為例

摘要


本文希藉由陸軍專科學校資訊圖書中心推動的組織變革實務經驗,提供各大技專院校圖書館擬訂發展願景、推動方針之參考。本文透過平衡計分卡之轉化與管理工具,再配合策略地圖的應用,作為策略衡量與管理體系的架構,不僅可以明確地解釋圖書館組織內部各工作與成效間的因果關係,更能讓各層面彼此相輔相成,找到應對之道與競爭優勢,將圖書館的使命和策略轉為一套全方位的績效量度,發揮最大的服務效能,真正具體落實核心策略。

This article intends to make some suggestions on university library development through a case study of National Army Academy Library. Balanced Scorecard and Strategy Map are adopted to investigate the relationship between the chosen strategies and the management system of the library. Employment of the two systems not only helps clarify the effectiveness of university library services but also demonstrates how librarians in the network of various library services may mutually facilitate the completion of tasks. The application of Balanced Scorecard in particular may serve as an effective and multi-faceted evaluation system to enhance library services and develop the full capacity of university libraries.
