學校體育政策制定之途徑及理論模式

Method and Theoretical Models for Establishment of School Physical Education Policies

摘要


目前我國不論是政府機關、民間團體及一般社會大眾,均已十分重視公共政策制定過程之研究,學校體育不能,也無法置外於此一風潮。本文首先即列舉出研究學校體育政策制定之理由;其次就政策、公共政策及政策制定之意涵予以敘明;再者,針對學校體育政策制定決策途徑加以分析並提出學校體育政策制定之途徑;最後,則提出學校體育政策制定之理論模式。亦即政策問題形成、政策規劃及政策合法化等三個階段來制定學校體育政策。期經本文之探究,希望有助於制定更有效的學校體育政策,並提升學校體育的「決策品質」與「競爭力」。

Nowadays in Taiwan, research of public policy establishment procedures has become a very important issue to all government authorities, private organizations and general public. Such trend surely is something that school physical Education can and shall overlook. In this document, reasons for studying the establishment of school physical education policy were listed first before describing the purposes of policies, public policies and policy establishment. Furthermore, analysis on the selection of method for establishing school physical education policies was made and, consequently, a method was proposed. Finally, a theoretical model for establishment of school physical education policies was also suggested. Therefore, school physical education policies were established in three stages, including policy problem formation, policy planning and policy legalization. It is hoped that investigations in this document will help establish school physical education policies more effectively and promote the “Decision Quality” and “Competitiveness” of school physical education.
