臺灣橄欖球運動發展困境與具體策略之探討

本文著眼於全球運動產業蓬勃發展之際，臺灣橄欖球運動之發展卻面臨發展停滯與萎縮之困境，經問題評析後顯示出無論是在協會組織功能、社會資源、國際化程度、整體發展策略等，皆需要深入瞭解與進行規劃改善。本文引藉管理學五管策略之運用，從改善協會組織基礎架構與任務發展取向、培養國際化之人力，強化與國際組織接軌能力、落實競技運動金字塔型發展趨向、積極推展休閒性與樂趣化之橄欖球運動等方向提供具體策略以供參考，以期讓臺灣橄欖球運動再現光芒。

The research aims to investigate the stagnation and recession of rugby in Taiwan while the development of the sport industry has developed prosperously all over the world. The analysis showed that organization functions, social resources, internationalization, and the whole development strategy need to be improved. With the five management strategies, the study bases on improving the basis framework of organization, task development approach, and international human resource. The research provides specific strategies for references such as enhance the connection with international organization, fulfill pyramid developing structure of competitive sports, and promote leisure and interesting rugby activity, with the hope that rugby in Taiwan will be glory again.
