臺灣地區各級學校專任運動教練聘用概況分析

An Analysis of the Current Employment Situation of School Sport Coaches at All Levels of Education in Taiwan

摘要


本文將臺灣地區專任運動教練的沿革與困境予以概述,並忠實呈現近五個學年度,專任運動教練在各級學校中的聘用情形做一整理。目的是希望使讀者瞭解專任運動教練在臺灣的發展現況,並且正視此制度推行後的衍生問題,並在最後提出建言。經筆者整理發現︰一、自94學年度起至98學年度,專任運動教練於國小、國中以及高中之聘用總人數呈現正成長,但人數依舊偏低。二、大專院校聘用專任運動教練之意願低落,人數與比例皆為所有階段中最低者,大多數皆由校內體育教師兼任之。三、專任運動教練制度在96年正式立法通過後,編制內專任運動教練雖成為各項專任運動教練中聘用人數成長最多的項目,但總聘用人數未明顯成長。整理後筆者提出建議︰一、將專任運動教練擴編於員額總量管制之外,使職務更加明確,區分出專任運動教練之獨特功能。二、將校代表隊之補助與專任運動教練聘用做聯結,以增進各校聘用意願。三、利用質性的方式,與相關人士做深入的訪談,以期作為政策改進之參考資料,並建立起評鑑考核制度,使專任運動教練制度更為完善周延。

The purpose of the study was to be an overview of school sport coaches, shistory and content, and faithful showing the current employment situation of school sport coaches in nearly five school year, in order to find out the implementation status of school-sport-coach-system at all levels of education in Taiwan and to purposing suggestions for developing related policy of school-sport-coach-system. The main findings of this study were: (1) From 94 school year until 98, the employed number of school sport coaches at the elementary, junior and senior high school was showing positive growth, but still low. (2) The employed number of school sport coaches in college is the lowest in all levels, most chosen were physical education teachers. (3) The employed number of established-school-sport-coach is most obvious growth since 2007, but the number of all employment. The recommendation of this study is below: (1) Independent the established-school-sport-coach out of personnel number control to clear its task and unique funtion. (2) Make connection between school teams and employment of school sport coaches. (3) By using qualitative method to provide the improvement as a policy reference, and promote the school-sport-coach-system more perfect.
