綜合性運動賽會場館化運作之探討

An analysis of venuization in multi-sport events

摘要


本文闡述綜合性賽事籌辦階段場館化的概念及賽事期間場館運作,「場館化」乃綜合性賽會籌辦工作的重要機轉,強調賽事籌辦及決策機制由中央集權的行政作業移轉到各運動賽會場館,結果指出為使業務移轉順利,賽事籌備委員會的場館化運作計畫須包括指定承接營運中心組織、賽事現場空間規劃、賽事運作計畫、人力資源規劃及現場日程規劃等。而營運中心的規劃以競賽需求為主,其餘行政工作為輔,另營運中心是負責各場館營運事務的行政單位。此外,場館化移轉過程涵蓋賽事場館會勘、辦理檢視會議、建置溝通平台、落實教育訓練及參與模擬賽事等。另提供建議作為未來賽事辦理單位參考的依據。

The purpose of this paper was attempted to introduce mechanism of veunization in the organization of the multi-sport events and address venue operation issues during the game-time. Venuziation was a shifting process of organizing committee and relevant parties from centralized management system to decentralized management on venue-base. After reviewing relevant literatures and practical cases, it concluded that development for venue operation plan should address following issues, appointment of venue management center, space allocation plan, sports program management, workforce planning, and daily schedule planning. In addition, all venues should be operated in accordance to stipulation from functional areas as well as abided by its particularity and requirement of each sports. Practical experiences showed that venue management team was built for each venue and responsible for all managerial issues on venue. In addition, the transferring process started with venue inspection, coordination meetings, set-up of communication platform, training and drills, and involvement of testing event. This paper also made several suggestions for event organizers in the future.
