本研究針對我國營造業,發展具有信度與效度之安全文化量表,並探討其安全文化現況。首先,以文獻分析及深度訪談蒐集質化資料,經由內容分析結果,建立安全文化原始量表,共包含3個向度。其次,以63位營建業從業人員為樣本,驗證此原始量表的信度與效度,結果發現公司承諾、風險管理、安全系統、安全訓練、安全環境、安全知識、安全動機、安全優先及安全涉入等9個向度與輕傷、重傷、安全衛生滿意、工作壓力及風險知覺等效標變項具有顯著的關連性,且能用來區變工地的安全績效表現,顯示安全文化量表具有效標關聯效度與區辨效度,能有效診斷組織之安全文化。此外,這9個向度的內部一致性係數均達.70,顯示安全文化量表具有良好的信度。最後,本研究提出安全文化的檢核過程,並說明其在安全實務上的應用意涵。
This study explores the state of organizational safety culture in practice in the Taiwanese construction industry. We first collected qualitative data through literature review and in-depth interviews. By content analysis, we constructed the safety culture profile and developed 3 related dimensions. Then, we tested and verified the reliability and validity of the profile based on data from 631 workers. The results showed that 9 dimensions correlated significantly with the criterion variable. The 9 dimensions, organizational commitment, risk management, safety system, safety training, safety environment, safety knowledge, safety motivation, safety priority, and safety involvement, can be used to determine organizational safety performance. Not only are the internal consistency coefficients of the 9 dimensions all above 0.70, but it is also evident that the reliability, criterion-related validity, and discriminant validity of the safety culture profile achieved an acceptable level. Finally, we suggested an inspection procedure and evaluative indictors of organizational safety and illustrated how the concept of safety culture can be advocated and put into effect by way of safety practices.
