學研機構導入職業安全衛生管理系統之探討

Study of Scientific & Laboratories Unit Entering the TOSHMS/OHSAS 18001

摘要


本研究目的主要以法定第二類中度風險事業單位為對象,導入臺灣職業安全衛生管理系統之實務作法,引用(International Organization for Standardization, IOS)ISO 9001:2008品質管理系統之持續改善、預防再發精神,使相關業務展開及整合至職業安全衛生管理系統,分別落實於規劃、實施、執行與運作、評估等關鍵項目。本研究以某國家級研究單位為例,進一步探討管理系統初期規劃建置上之困難,與多數員工抵制等事項,使用法規、輔導、心理層面解說等基本元素,致使學研機構高知識份子安全衛生意識型態轉變。研究結果顯示,常年組織內勞工安全衛生管理單位予人稽核、阻礙任務發展過程部份業務執行等不良印象,經使用輔導立場,會同實驗室或試驗室負責人現場勘察、曉之以理並動之以情、加強溝通及矯正措施協助機制,將勞工安全衛生管理單位,由稽核單位轉型為專業、尊嚴、平等、服務之安全衛生諮詢單位,令學研機構一級主管、實驗室及試驗室負責人,主動響應並參加丙種安全衛生業務主管訓練,深刻瞭解勞工、雇主及安全衛生人員職掌與所負法律責任,對於安全衛生意識型態更深值人心,呼應全體員工共同參與之決心,造就組織內勞工時刻注意工作場所環境安全衛生,並主動執行提案改善,共同創造安全、衛生無慮之就業場所。

The main purpose of this study was to implement Taiwan occupational safety and health management system into the practical approach for the object of the secondary category of statutory institutions targeted at moderate risk by referring to (International Organization for Standardization, ISO) ISO 9001:2008 quality management system of continuous improvement, prevention of recurrence of spirit; to expand and integrate related businesses to occupational safety and health management systems for implementing in the planning, enforcement, any execution and operation, evaluation and other key items.In this study focused on a national research unit, for example, to further discuss the difficulties in initiation of planning the management system, and most research fellow resist cooperation with this project, and finally the use of regulations, guidance, psychological explanation of the basic elements, to make those highly academic research fellow change ideology of institutions intellectual on safety and health. The results showed that audit of labor safety and health management within the organization, impediment of developing some business process, the above matters made some negative expression; by the use of guidance and assistance, in conjunction with the laboratory or person in charge of on-site laboratory investigation, convincing people with reason and move with affection, communication and corrective measures to help strengthen the mechanism of labor safety and health management unit, by the transition to professional audit unit, dignity, equality, health and safety consulting services unit.Therefore a charge of academic and research institutions, laboratories and the laboratory leader took the initiative in participating in the C-level training of health and safety for business executives. A thorough understanding of labor, employers and health and safety officers and the particular portfolio held legally responsible for the safety and health ideology deeply value the people. Accordingly, it was expected to echo applied the determination of all employees to participate create the organization which always pay attention to the workplace environment, labor safety and health, and taking the initiative in improvement.
