摘要

觀光（休閒）渡假區的發展，隨世界各地觀光流行的帶動，己成為近代休閒娛樂的潮流。都蘭灣遊憩區是政府發展東海岸風景特定區的重要開發據點，計劃將“都蘭”塑造成每個人都認為值得一遊之處－它將期待被“發現”。都蘭渡假區將規劃成一處讓渡假者暫居的世外桃源，它將提供多項的生活必需與休閒娛樂活動等的服務；並能就近享受東海岸的多項景觀與遊憩資源。
本研究探討台灣地區觀光渡假區之需求與之發展，配合東海岸風景特定區計劃來進行可行性評估；引入整合型休閒渡假區的概念，針對地方特色來界定海濱式渡假區(Sea Side Resort)遊憩市場地位。研究建構了一套渡假區規劃的手法及型式，依其作業流程及規劃準則來建立其開發位置與經營管理之系統。計劃以經濟規模的經營理念來確定區位及設施位置與容量，並善用資源特色，區隔遊憩市場與主題，避免景觀資源在開發與使用之衝突並以減輕計劃開發對環境之衝擊為考量。

This case study provides probably the best opportumity for achieving environmental protection goals through the ues of Zoning Strategies. They are also entitled to expect for obriginal's customs, religions and other element of their cultures. In addition to the master planning level of tourism planning and design, Attraction of Recreation, Marketing of Tourism, Recreation Carring Capacity, Guiline Farility Site Planning, and Vistor Management are be considerate carefully, to set up the goal of development and minination the conflection between vistor and resource use.
