本研究的主要目的在提供國家公園管理單位在處理當地居民衝突時之參考依據和方向。本研究以玉山國家公園及其區內居民為研究對象,在瞭解當地原住民之種族、文化及經濟等基本背景後,即從兩個角度分析此類衝突之根源及原因,一為理論的觀點,包括:生物社會、人格及互動、結構制度、文化意識及綜合基本因素;另一為現實環境中的諸層面,如政策理念、法律規章、管理技術及態度、經濟發展、生活習慣及文化傳承等原因。本研究提出三項衝突管理的障礙,即國家公園觀念的接受度,整體原住民政策的適宜度和整體公共行政的完善度。最後提出三項建議管理單位全盤性的處理依據和方向:(1)國家公園應朝本土化發展,(2)應全面審視原住民政策並予調整,(3)應善於運用衝突管理的理論和技術。
The purpose of this study was to provide direction for national park authority to manage the conflicts from resident people. The conflicts were analyzed by theoretical aspect including biosocial, personality and interactional, structural, cultural and ideological sources and practical aspect including policy-making consideration, legislation, management policy, managing attitude, economical developement, culture transmission, and living custom. Three key obstacles of effective management of conflicts also suggested, i.e.: the acceptance of the national park concept; the appropriateness of comprehensive native people policy; and the flawlessness of public adminstrations. Three suggestions were proposed: (1) Civilize the concept of National park; (2) revise the comprehensive native people policy; (3) understand the technique of conflict management.
