A lot of evidences show that tourism industry has being localized due to the characteristics of tourism industry, development of regional economy, changing of industry structure, and empowerment of local government and community. The central government and local government, as well as enterprises are actively involved in localization of tourism industry. This article was an attempt to induce a model that could be useful for guiding efforts toward tourism industry localization. Referring to some related concepts and empirical experience, this model was proposed for further applications, confirmation and amendment.
