競選策略的個案研究：1998年民進黨台北市南區立法委員選舉的探討

摘要

本文藉由個案研究法，對1998年民進黨台北市南區立法委員選舉當中的「聯合競選」與「配票」的競選策略進行分析。藉由訪談與觀察的質化資料，加上選舉結果與民意調查的量化資料相互驗證，瞭解在目前單記不可讓渡投票制下（SNTV），「聯合競選」與「配票」的競選策略之應用情形。分析結果指出，「聯合競選」與「配票」雖然對政黨在選舉中的成敗具重要影響，但在執行上卻有相當大的困難，需要各種條件同時配合，其中尤其是以參與「聯合競選」的候選人之間的實力差異、合作意願、競爭對手的策略與選民的配合態度等更為重要。分析的過程與結果同時也肯定個案研究法對於此種特有的政治過程之理解，以及對相關研究理論的聯結與貢獻。

This is a case study of examining the DPP's campaign strategies in the 1998 elections for Legislator in the South District of Taipei City. In the 1998 election, the DPP continued to use the strategies of implementing ”united campaign” and ”allocation of vote” which were effective in the 1995 election. However, the strategies failed in the 1998 election. In addition to the inherent difficulties of ”united campaign” and ”allocation of vote”, some new developments also accounted for this failure, including the change of candidates, the existence of intra-party competition, the unwillingness of the electorate to follow the direction of vote allocation, and opponents' effective campaign strategies. The purpose of this study is not only to unveil and evaluate the peculiar electoral strategy under the SNTV, but also try to conduct a case study based on related disciplines which will be certainly contributive to the theories of campaign process.
