In recent years, pessimism about public education in R.O.C. was on the rise. Though, the R.O.C. Ministry of Education has been making great efforts to improve the quality of public school, the results were disappointed. The quality of American's public school has long been accused of, but the introduction of charter school on the American education scene has dramatically influenced education policy and school reform across the country. The charter concept, grounded in the three ideals of accountability, choice, and autonomy, has shaped both the dialog and activity surrounding reform. The charter schools, serving eager families, served by dedicated educators, have provided a laboratory in which those three concepts have been tested, and proven successful and valuable to creating equitable and excellent education for children. Educational reform in R.O.C. surely can learn some lessons from it.
