台灣地區年長榮民生活照顧與婚姻狀況的研究－社會排除觀點的初探

摘要

本研究使用社會排除觀點(social exclusion perspective)來分析台灣地區年長榮民是否有受到社會排除的現象（特別是在生活照顧與婚姻狀況方面）？研究方法主要為深度訪談法，並輔以文獻探討法與參與觀察法。此外本研究共立意取樣8位外住年長榮民與2位內住就養年長榮民接受訪談，資料分析方法主要為內容分析法。
本研究的主要發現有：（一）經濟的排除效應在領取一次退休金退休（目前正在領就養給與）、且有未工作之配偶及未成年子女（或孫子女）要撫養的年長榮民身上較為明顯；（二）福利服務與健康照護使用上的排除效應在年長榮民身上依然存在；（三）人際間的排除效應在年長榮民身上並不明顯，以及（四）公民權的排除效應在年長榮民的大陸配偶身上相當明顯。最後研究者根據研究發現提出具體建議。

This study, from social exclusion perspective, analyzed whether the elder veterans were excluded in the society, especially in the daily lives/care and marriage. The major research method was interviewing; and the second and third ones were literature review and participant observation. Purposive sampling was used to get 10 elder-veterans samples including 8 living in the community and 2 placed in the Veteran's Home to represent the whole elder veteran population. The main method of data analysis was content analysis.
The major findings included: (1) The elder veterans who received lump sum retirement payment and home care allowance, and had unemployed spouse and children below 20 years old were economically excluded more obviously than others. (2) The elder veterans were excluded in welfare and health care service uses still. (3) The elder veterans were not obviously excluded in the interpersonal relationship. (4) The elder veterans' spouses from Mainland China were obviously excluded in the citizenship. Based on these findings, the suggestions are given.
