Analyzing Poverty Risk in Taiwan: From 1995 to 2005

越來越多的研究及資料顯示，台灣社會的貧富差距拉大，新貧現象的產生，在在引起了本研究對於貧窮風險議題的興趣。本研究目的有二：首先探討誰面臨了貧窮風險？再而，試圖針對政策介入對於因應貧窮風險有產生效果嗎？本研究所使用的原始資料為中央研究院調查研究專題中心學術調查研究資料庫所釋出的「台灣地區社會變遷基本調查計畫」第三期第一次、第四期第一次及第五期第一次的資料，問卷調查時間分別為1995年、2000年及2005年。研究發現貧窮者所面臨最糟的狀況不僅是所得不足的問題，低儲蓄率以及高消費支出更使得低所得者面臨著更高的貧窮風險。最後，透過研究中有關十年來面臨貧窮風險人口群的改變，提醒政府重新思考傳統社會福利給付在對抗貧窮風險的可能；以及應再檢視目前被社會安全制度所排除的人口群。

Those debates on the gap of rich and poor, the phenomena of new poverty encouraged this study to find out in what ways Taiwan faces poverty risk. This paper analyzed database of the 'Taiwan Social Change Survey' in the index years of 1995, 2000, and 2005. The findings of this study remind us that the worst conditions for poor people are not only that they do not have enough income, but also low savings and high consumption expenditures all impact the low-income group to suffer a higher risk of poverty. Finally, the changing trends of the target group that suffers from poverty also remind the state to rethink the traditional ways of welfare provision and to reexamine who has been excluded by contemporary social security system.
