The aim of this article is to explore the examination-behavior model of village secretaries on social assistance application system and the relevant factors. The qualitative data were collected from village secretaries with focus groups. The findings are as follows: Firstly, village secretaries would observe the applicants to define poverty and proceed with behavior of administrator in discretion when processing examination-behavior. Second, the individual factors influenced village secretaries on examination-behavior include personal attitude and administrative attitude. There are environmental factors, but it's not clear impact. Based on the findings, we proposed some recommendations as follows: We hope to practice social assistance examining training, and to establish examining example and working process.
