摘要

中國大陸的社會工作尤其強調政治，這與其政治體制和制度設計有關。它不可能脫離中國大陸的黨情、政情。全文主要有四個部分：首先，是從西方對中國大陸的政治認識入手，通過對「生存在先，哲思在後」生命哲學觀點的強調，說明「馬克思主義中國化」或「中國式的馬克思主義」的實情；這亦解釋了社會工作與當下意識形態「和解」的原因。其次，是從兩段截然不同的發展歷史入手，強調第一段社會工作的結束和第二段社會工作的開始都是政治原因所造成的；尤其，對於目前的社會工作而言，從某種程度來講，其存在的價值就在於它所擁有的政治功能。再次，是政治對於當下的社會工作所產生影響的分析，強調中國大陸社會工作的存在具有其自身的邏輯與價值；這也是對其與其他國家、地區的社會工作具有明顯差異性的強調。最後，面對中國大陸社會工作的政治性，從方法論的角度歸納了四種基本的把握原則，包括客觀性、發展性、系統性，和人即社會工作者等的原則。

Social work in Chinese mainland especially emphasizes politics, which is related to China's political system and institutional design. Social work cannot be separated from the party's conditions and political conditions in Chinese mainland . The paper is divided into four parts. Firstly, from the western understanding of mainland China's politics, we explain the fact of ＂sinicization of marxism＂ or ＂Chinese-style marxism＂ by emphasizing the life philosophy view of ＂life comes first, philosophy comes second＂. This philosophy view also explains the reconciliation between social work and current ideology. Secondly, we start from the two distinct development histories of social work and indicate that the bankruptcy of the first paragraph and the initiation of the second paragraph are both caused by political factors. Especially for the current social work, to some extent, its value lies in its political function. Thirdly, we analyze the influence of politics on the current social work and argue that the existence of social work in has its logic and value. This is also the place where social work is significantly different from that of other countries and regions. Finally, facing the political nature of social work in Chinese mainland, we have summarized four basic principles from the perspective of methodology to grasp the social work of Chinese mainland. They are ＂objectivity,＂ ＂development,＂ ＂systemic,＂ and ＂people (ie social workers)＂.
