一新2-tuples模糊語言運算在資訊專業人員團隊績效評估之應用

A New 2-tuples Fuzzy Linguistic Computing and Its Application in Performance Evaluation of Information Professional Team

摘要


邁入以創新和學習為競爭力主要來源的知識社會後,國內資訊產業為了增進競爭 力,改善作業流程,或提昇服務品質,許多企業成立了不同的工作團隊來處理所面臨的各種問題。然而,傳統的績效評估制度並不完全適合團隊組織的有效運作;且資訊業工作團隊本身所具備的能力與其所表現的績效在評估過程中,涉及語言表達非量化的因素與多屬性的特性,若我們仍然以傳統衡量績效的方式來處理,可能較缺乏彈性也不符合人類的思考與表達方式。 基於上述之理由,本研究透過模糊語意的應用,將語言的表達與多屬性的特性考慮進去,期望能以更客觀的方式來對資訊業之工作團隊進行績效評估。主要貢獻包含: (1) 首先蒐整以往學者專家的相關研究,探討出資訊業之工作團隊在績效評估時,所應具備的評估要素。 (2) 整合專家個別訪談所獲致之專家意見,透過模糊語言指標專家問卷,及「2-tuples」模糊語言群體決策演算法的應用,來篩選並演算出各評估要素與權重。並據以建構「資訊業工作團隊績效評估演算模式」。 (3) 個案驗證方面,由國內資訊系統整合服務業中,選取一個案公司進行個案驗證,以驗證本研究建構之「資訊業工作團隊績效評估演算模式」的實用性。並進行個案公司團隊成員對現行績效評估制度之意向調查。

We have stepped into a knowledge-based society which has a feature that the innovation and quick learning will takes the advantage on the process of competition. In order to increase the force of competition, many information enterprises have organized different work team to take actions including business process improvement, and service quality improvement to solve their problems. Nevertheless, the traditional performance evaluation system is not an appropriated tool for work team. This situation is based on the capabilities, and attributes of the information enterprise, have many fuzzy factors involved while we try to evaluate their performances. If we still use the traditional evaluation system, it may lack of flexibility and not fit into to the human thinking and expression method. This study uses the fuzzy theory to adopt linguistic expression, and consider the multi-attributes problem. It is expected to have a better evaluation metrics when it applies on the work team for information enterprise. The main contributions of the study are: First, collection of related research papers. We try to study the important factors that should be included when it is used for the evaluation metrics. The opinions of related experts will be integrated and through the questionnaires that has a fuzzy language feature and the algorithm of 2-tuples fuzzy linguistic group decision to select and figure out the important factors and their appropriated weights. The ”computational model for the work team of information enterprise” is built which based on the above process. Finally, by selecting an industry company among the integrated information service enterprises to be a case study to verify the feasibility of ”computational model for the work team of information enterprise”. We also measure attitude of team member for the evaluation method of case company.
