全球化時代民生經濟思想的啟示-從發展與正義觀念分析

摘要


當今資本主義全球化的發展,在西方新自由主義經濟思潮與資訊革命力量的推動下,已橫掃全球各地;蘇聯與東歐計劃經濟的垮台,歐洲社會福利國家政策的退讓,與西方經濟自由化、國際化理論的不斷深化與鼓吹,均已促使全球經濟走向一個「追逐私利、競爭至上」的全球格局。全球化的發展逐漸孕育出一種「整合/分化」的多元化「全球文明」,然而吾人必須明白文明的「雙刃效應」。誠如孫中山先生在一百年前(1905年10月)所言:「文明進步是自然所致,不能逃避的。文明有善果,也有惡果,須要取那善果,避那惡果。歐美各國,善果被富人享盡,貧民反食惡果,總由少數人把持文明幸福,故成此不平等的世界。」百年來全球經濟發展,在資本主義自由市場理論的支配下,雖然創造了人類物質生活的充足,富裕生活的繁榮與進步,但是自由發展帶來全球環境與生態的破壞,世界南北差距與貧富懸殊的擴大,全球社會道德墮落與各類犯罪增加等,這些問題皆必須加以深刻反省與正視之。

With the promotion of the power of the information revolution and the trend of thought in economy of new liberalism, the development of the globalization of capitalism nowadays has swept the world away-the collapse of the planned economy of eastern Europe and soviet union, the withdrawal of policies of nations having social welfare, the advocacy and the deepening of the theory of internationalism and the liberalization of western economies ,which have induced the world's economy towards a pursuit of personal interest and the situation of competition worshiping. The development of globalization has nurtured a kind of diversified "global civilization" of "integration" and "differentiation", however we must understand the "double edged sword "effect. Just as what Dr. Sun Yat-Sen said a hundred years ago" the inevitable progression of civilization is nature's deed. What comes with civilization is what we deserve. The benefits of civilization are shared only among the riches in places like America and Europe, and all the bad consequence are bored by the poor, the happiness civilization brings are always in the hands of the minority, that's how an unequal world come to be."
