聚落保存在台灣社區營造的思潮中已經逐漸受到學界與實務界的重視。不過保存模式有日益走向因應觀光需求而形成的外衍式發展,較少針對聚落實質空間進行内導式的檢視,即以社區居民日常生活的需求為主軸,引導聚落保存與再發展的方向。本研究從舊港居民聚落的日常生活觀察開始,以改善舊港里居民社區生活品質做為研究目標,分為公共空間改善、歷史建物保存二部份來切入聚落空間保存的議題,並重新定位發展的意義。研究方法以實地觀察與居民訪談為主,透過對於公共空間中居民活動與行為觀察,來掌握聚落中人與空間互動的特性,再提出聚落保存與再發展計畫。在聚落發展部份,分析居民社區活動的四種公共空間型態,進而以個案方式來操作公共空間改造規劃;在聚落保存部分,針對公共與私有建物部份,研擬初步的保存策略。以舊港一個沒落的小漁村為例,可以重新思考台灣聚落保存論述與實踐的問題。
Village preservation in Taiwan has attracted attention both from practice and academic discourse. However, heritage management for tourism has constituted a main impetus for village preservation and redevelopment. Although tourism may create financial benefits and support local business, an over-emphasis on tourist activity may result in the unbalancing of existing communities and damage to cultural identities themselves. This preservation plan for Jiougang Village is proposed in two parts: the first concerns the public spaces which are associated with public life in a declining fishing village; the second focuses on the preservation of private and public buildings. Through participatory observations and in-depth interviews of inhabitants, the paper suggests a preservation project instead not only for the development of tourism but also for the rebuilding of the inhabitants public spaces. This paper intends to present a case study that examines the conflict between preservation and tourism within Taiwan.
