臺灣藥事服務樣態之全國性調查
A National Survey of Pharmaceutical Service Pattern in Taiwan
摘要
本研究試圖了解臺灣藥事服務現況與優良執業規範的落差，提出具體可行方案以利改善。2015年臺灣臨床藥學會依據「2011版FIP／WHO Good Pharmacy Practice in Community and Hospital Pharmacy Setting」制訂「臺灣優良藥事執業規範」，將藥師專業分成四大角色。本研究依據該規範製作調查表，調查國內各層級醫事機構及社區藥局藥事服務現況。經比較藥事執業現況與規範的差異，並參考專家焦點團體討論結果，草擬改善方案如下。角色一：藥師應建立缺藥應變機制，並於事件發生時，主動告知民眾原因與因應；應有持續教育訓練來提升藥師調製專業知能。角色二：應以符合民眾需求的方式提供適切的衛教資訊，並加強藥師人力與提供臨床藥事照護的能力。角色三：藥師應持續探索新知與新設備，如應用自動化設備於藥事執業。角色四：應發展與民眾有效溝通的模式，以淺顯易懂的方式提供健康促進資訊，提升藥師專業角色在公共衛生領域的參與。

This study intended to find the gaps between the current pharmaceutical practices and the practice standards and to make improvements. In 2015, Taiwan Society of Health-System Pharmacists formulated ＂Taiwan Good Pharmacy Practice (GPP)＂ according to ＂FIP/WHO Good Pharmacy Practice in Community and Hospital Pharmacy Setting 2011＂, defined the 4 roles of pharmacists. A questionnaire was developed according to Taiwan GPP 2015, and was used to survey the pattern of pharmaceutical practices at different levels of health-care institutions and community pharmacies. The gaps between the pattern of the pharmaceutical services in Taiwan and the Taiwan GPP were analyzed. Opinions of the experts in focus group discussion were adopted. The proposal for improvement was as follows. In role 1: Pharmacists should establish a mechanism to handle the drug shortage, and let patients understand the cause and action plan. There should be continuous training programs to enhance pharmacists' knowledge and abilities in pharmaceutical compounding. In role 2: Pharmacists should provide appropriate medication education to meet the needs of the general public. Pharmacists' human resources and ability in pharmaceutical care should be strengthened. In role 3: The pharmacists should keep up to the current knowledge and technology, such as utilizing automation to improve the accuracy and efficiency of pharmaceutical services. In role 4: Pharmacists should develop a model to effectively communicate with the general public to share the healthcare information in a friendly way and participate more in the public health issues.
