疫苗分配順位之科學證據與倫理考量

The Scientific Evidences and Ethical Consideration for Vaccine Allocation

摘要


當新冠肺炎疫情延燒而疫苗供應卻不足時,如何進行分配應根據科學證據及倫理原則。本研究回顧英美疫苗短缺階段時,其決策單位如何納入既有科學證據,作為制訂疫苗政策之考量、比較台灣與英美疫苗接種順位之差異、並探討疫苗決策過程的民眾參與,期能提供未來台灣疫苗政策之參考。

When vaccine supply is insufficient in the Covid-19 pandemic, how to allocate vaccine should be based on both scientific evidence and ethical principles. This paper introduces the UK and the US experiences of how scientific evidences were implemented in the national vaccine policies, and compares these with the policies of Taiwan, and then examines the role of public participation in vaccine policies. It is hoped that such analysis will be useful for future Taiwan policy considerations.
