高雄市第一港口跨港觀光纜車之公民會議研究

A Study of Citizen Conference and Public Policy in Setting up Cable Car of the First Harbor in Kaohsiung

摘要


由於跨港纜車的政策議題雖深受高雄市民眾重視,但受到政策影響之公民,在過去政策規劃階段時,卻缺乏發聲參與的管道:職此之故,高雄市政府為強化公民在此議題上的決策地位,藉由閱讀資料、詢問專家、理性討論,進而轉化其知能、價值偏好之集體共識,以提昇公民參與公共議題的能力,並擴大公民參與的空間,以有效提昇公共決策之品質。本文藉由公民會議之論文、書面、網路資料作為研究之參考依據,來研析台灣地方政府首度舉辦之「跨港纜車公民共識會議」的相關議題形成過程,以及其結論報告,來做為台灣中央和地方政府在未來決策時的經驗參考。

Research on citizen conference seeks to understand how the machinery of public participation and citizens interacts to produce public consensus. Citizen Conference is defended a complicated ideal of an association whose common life is governed by the public deliberation of its members, which is democratic, to the extent that is based on a process of reaching agreement amongst free and equal citizens in developed countries. This research is to study a case of setting up cable car of the first harbor in Kaohsiung and to analyze limitations between citizen conference and public policy. However, It is too early to argue these problems resulted from local government, but these experiences show us the significantly importance between citizen conference and public policy.
