慈濟大學醫學系實施推薦甄選入學策略之成效

Effectiveness of Recommended Admission Policy in the Department of Medicine at Tzu Chi University

摘要


本研究藉由慈濟大學醫學系推薦甄選入學學生(推甄生)和聯考分發入學學生(聯招生)之學業成績比較,及醫學系教師對推甄生在校表現的調查,來探究慈濟大學醫學系實施推薦甄選入學策略的有效性。本研究以慈濟大學85學年度到91學年度入學的醫學系七個年級學生為樣本,含推甄生68人,聯招生280人,分析七年463門必修課程,發現兩組學生在88%課程的成績上並無顯著差異;僅在12%的課程表現上有顯著差異,且多為推甄生優於聯招生。此外,有超過75%的教師肯定推薦甄選能招收到適合醫學系的學生,有一半以上的教師認為推甄生與聯招生的在校表現,並無顯著差異,但有三分之一的教師對推甄生在參與活動、辦事能力及特殊才藝的表現感到滿意。依據上述分析結果,可以證實慈濟大學醫學系實施之推薦甄選,確實達成其預定的選才功效,同時肯定推薦甄選不失為有效的醫學系選才方式。雖然如此,調查發現仍有半數的教師對推薦甄選的公平性質疑,主要原因是對「人」的不信任,因此建議未來在進行推甄的過程中,應慎選才德兼具者組成甄試委員會,且給予適切訓練,增強其資料審核能力、面談技巧,以利發掘適性的醫學生,同時讓推甄過程更透明化,以消減對公平性的質疑。

The main purpose of this study was to examine the effectiveness of recommended admission policy in the Department of Medicine at Tzu Chi University by checking students' academic achievements and investigating teachers' opinions on students' in-school performances. From 1996 through 2002, a total of 68 students were admitted to the Department of Medicine by the Recommended Admission Policy (RAP), and 280 students by Joint College Entrance Examination (JCEE). Researchers compared academic achievements between the two groups for all of the 463 required courses of the 7 year curriculum. The results showed that both groups' academic achievements are similar in 88% of the courses, and were only significantly different in 12% of the courses. Among the latter, the RAP students performed significantly better than JCEE students. In addition, more than 75% of the medical instructors agreed that RAP was a good policy that can recruit and admit appropriate students into the Department of Medicine. More than half of the teachers believed that. where it concerns in-school performance, there were no differences between RAP students and JCEE students. Furthermore, about one-third of the teachers were more satisfied with RAP students' performances in school activities and their special talents. Based on the results, the common suspicion about the Recommended Admission Policy can be laid to rest. Meanwhile, results also proved that the Recommended Admission Policy is an effective way to select appropriate students for the Department of Medicine at Tzu Chi University. However, approximately 50% of the teachers still had suspicions about the fairness of the Recommended Admission Policy. The main reason is lack of trust in persons involved in the selection process. Therefore, we suggest that in the Recommended Admission process, virtuous persons should be appointed to the selection committee, given the required training, for checking and approving documents, as well as possess the interview skills to decide on appropriate candidates. In addition, the process should be open to the public to reduce suspicion.
