摘要

托育服務在台灣地區一直沒有獲得應有的重視，直到近十年來才逐漸獲得討論的空間，而家庭對兒童托育服務的需求，則在歷年來的各項相關調查中，一直非常明顯且在逐年增加中。現有文獻對托育服務的討論，大致可歸納成三種方向：一是強調托育服務的供給與需求間的差距；二是托育相關政策法令的不完善；三是對托育人員、功能定位、責任分擔等管理議題的討論；在在都指出是長期以來缺乏一個托育政策而導致的不足、不滿與混淆的現況。因此，本文即從政策目標、政府角色入手，進而討論如何建立一個整合性又有效的社區化托育服務網絡，並針對目前一些問題，提出強化托育設施服務的具體建議。

The child care services have been paid no attention in the social welfare policy arena until recently. Though the increasing needs for child day care services had been expressed vigorously in all the relevant family surveys for years. The existing literature involving child day care services mostly focus on three issues. One of them is the lag between the services demands and supply. Secondly, it's the imperfection of the relevant laws and regulations. Thirdly, they discussed on the management issues such as the quality of care givers, function of the administrative bodies, sharing of the child care responsibilities, and the like. Overall, they pointed out the fact that lacking of a child care policy led to the insufficiency and confusion of the child care services in Taiwan. Therefore, this paper starts at articulating the policy goals and the governmental roles of the needed child care policy. Then the contents go on to explore how to build a service network out of the existing various child care services and organizations in the communities. In the end, some strategies that the governments should adopt to improve the child care service facilities are provided.
