軍人所得定位與軍隊福利：中華民國、美國、中共之比較分析

現代社會中的軍人所得內容，包括軍人薪資和福利。本研究由軍人所得內容的歷史發展，建構出軍人所得定位的分析架構，在現代社會中，國家強制性的兵源甄補，以及軍人所得對價的商品化、去商品化，都足以影響軍人的薪資和福利內容。本文進而透過國家、社會、公民社會的所得定位觀點，探討軍人所得形態和軍隊福利相應的理論邏輯。在軍人所得定位的分析架構下，本文比較分析我國、美國、和中共的軍人薪資福利制度，探討其軍人薪資率、福利內容、制度措施、和財務型態，研析軍人所得定位特性和軍隊福利理論邏輯。美國為資本主義國家，採傭兵制，軍人薪資率高，住以軍隊福利作為勞動條件和工作環境補償，軍人待遇具有市場競爭力，為市場定位模式。中共為共產主義政權，強調國家生產和按需分配原則，軍人薪資率不高，而福利措施則強調獎軍優屬和崇功報勳，由地方財政挹注，以確保軍人家屬和退伍軍人的生計安全，為公民社會的所得定位模式。我國受到國家強制性的介入，在民國七十年之前軍人薪資率偏低，對於軍人家庭和榮民，則以低薪加上恩給制福利，維繫軍人、榮民和國家之間的恩庇侍從關係，所得定位為國家定位模式。本研究發現，不同的軍人所得定位模式，對於軍人的薪資水準會產生高度的影響，然而，對於軍隊福利的規畫，卻是大同小異，無論是由國家、地方縣市、乃至於民間部門或鄰里來互助扶持，其重點都在於軍人和退伍軍人榮譽的維護、眷屬生計安全的保障、眷舍或住房問題的協處、軍人死殘的撫卹和安置、退伍軍人的轉業安置服務、以及軍人的醫療保健維護和消費優待之規定等等。無論是透過勞動條件的補償、崇功報勳、或是建構國家的恩給德政脈絡，都無非是要軍人提振士氣、堅守崗位、忠於國家，且要勇於犧牲奉獻。

The incomes of military servicemen are both wages and welfare. On the different orientations of military servicemen's income, the rate of wages is different. Which are depending on the solider who were recruited from the labor market or civil society? But on the other side of the income, the military welfare are so similar between the different fixed positions of the military servicemen of the states. No matter the resources were provided from the states, markets, or civil society, the policies are focusing on the honor of the soldiers or veterans, to maintain the livelihood of the soldiers' family, health cares, and the risk management policies. Although, on the different principles or theories, the military welfare was provided for the soldiers to inspire the moral, duty, honor, and to improve the national security.
