世界衛生組織身心障礙人口定義概念之演進：兼論我國身心障礙人口定義系統問題與未來修正方向

摘要

本文分析世界衛生組識身心障礙人口定義系統研究的貢獻，並討論我國的身心障礙人口定義系統與未來修改的方向。本文為社會政策的論文，首先討論概念層次，將過去二、三十年西方各國，尤其是世界衛生組織對身心障礙定義與分類系統的研究演進作回顧，接著討論我國的現況提出未來可能修改的方向與分析目前系統的問題。
本文針對我國身心障礙人口的定義系統，採取次級資料分析與討論。結果顯示，過去十年，我國身心障礙人口數量的增長，主要來自老年人口障礙報告率的增加，實務上是六十五歲以上老人自我報告障礙比例的增加。相對的，十五到六十四歲身心障礙人口的比率也是微幅的上升，但是十五歲以下身心障礙者的報告率則是改變不大。
本文分為三個部分，第一部份先討論聯合國世界衛生組識的改版過程，接著對新版本ICF作概念討論與分析：接著以民國九十二年的身心障礙國民生活需求調查資料與其他的人口資料討論我國的身心障礙人口定義系統的問題。

In this paper, authors analyzed the WHO disability definition model and its contribution to the conceptual study of disability experience. This is a policy paper, we discussed concept on disability first, then review current Taiwanese system, and finally we provided our insights on issues related to Taiwanese system. We adopted secondary data analysis of Taiwanese Disability Registration Statistic system to show that in last ten years, the major increase on disability registration system was people over age 65. In compare to people between age 15 to 64, its increase rate has not been so obvious as to elderly people. People under age 15, actually remained the same, but it did not meant that their needs have been satisfied. The contents of this paper divided into three parts; first to review the revision process of WHO-ICF model; the second part we made discussions on ICF model, then we applied data from 2003 Disability Population Sampling Survey on Needs of People with Disabilities in Taiwan under which to show the issues related to current system. Finally, we make some discussion on how to change current disability definition system of Taiwan.
