Social Exclusion: A Buzz-word or a Real Challenge

摘要

本文經由對社會排除概念以及歐洲國家社會排除現象及研究之探討，而對近十年的歐洲社會排除議題脈絡進行初步的歸納，期待可以作為提供台灣本土研究之參考。藉由文獻探析來分析社會排除的理論性概念意義，以及經由政策與理論性的討論對社會排除的社會政策思維進行歸納。本文指出，歐盟組織與學者對社會排除議題的討論，可以分為二條路線：「那些人是被排除的？」／「那些地區是社會排除較嚴重的地區？」以及分析「排除如何發生、排除的過程是什麼？」，即對社會排除進行測量及對社會排除過程予以探討。另在反社會排除政策方面，歐洲學者及主要國家的反社會排除政策思維可以分為藉由就業、社會支持與參與，以及倡議公民權三條路線。本文亦從社會建構觀點對歐洲目前的社會排除研究與政策提出反省。最後，本文指出：台灣已具有若干發生社會排除的結構條件與壓力，及出現若干排除的論述建構，而具備社會排除論述的條件，而建議應避免排除性的論述及將自覺地反省融入到政策設計之中。

The purpose of this paper intended to analyze the new phenomena and issues of social exclusion in the context of Social Agenda of European Union in these two decades. The origin and development of social exclusion concept have been reviewed both from theoretical and structural perspectives. According to the various research paradigms for social exclusion and anti-exclusion strategies developed in EU countries, the author traced and signified that there are two main social exclusion research paradigms to understand and explain social exclusion. The first route is by measuring social exclusion and monitoring what level social exclusion is. Or the second route, by identifying the excluded groups and recognizing the social context that these groups' living courses had confronted to understand how social exclusion happened. Apart from the research paradigm, researcher also concluded that the anti-exclusion policies in EU fall into three categories: reforming employment policy to combat social exclusion, encouraging social and community participation, and advocating equal civil right to reconstruct and alter exclusion. These findings offer the path and help to identify and construct the research framework when research concern turns to understand Taiwan's social exclusion phenomena and to develop policy formation.
