國家科技前瞻計畫之策略規劃模型初探

國家科技研發的預算，是對於未來的投資，目的在於提昇國家的競爭力及促進經濟發展。由於資源有限，國家的科技政策必須有所專注，才能集中力量以有限資源獲得某一領域的「核心競爭力」。目前世界先進國家皆以國家科技前瞻計畫，作為科技政策的決策機制，但策略規劃需要有完整的規劃過程與思考方法，觀諸國內外學界，針對國家科技前瞻計畫並無完整的策略規劃模型可茲運用。因此，本研究依據「國家科技前瞻計畫」的主要任務，參考目前已提出的策略規劃模型與思維方法論，發展出專為執行「國家科技前瞻計畫」所運用的「策略規劃模型」。接著利用個案實證分析法，依據本研究設計的模型步驟，分析政府與研究機構的研究報告，以及國際研究機構公佈的資料等，以演繹法來解釋模型運作的方式，並驗證模型的可執行性。

The research and development budget of national science and technology is an investment for future. The purpose is prompting national competitiveness and economic advancement. Because of limited in resources, the country must concentrate science and technology policy's attention on some domain. Then the country can centralize might to obtain ”the core competitiveness”. National Foresight Program as a policy instrument has been using in many advanced countries. However, strategic planning need complete planning process and methodology of intellection. In the academia, there are not complete strategic planning model can be performed. In accordance with major missions of ”National Foresight Program”, referring to strategic planning model and methodology of intellection them already issue presently, this research develops the ”Strategic Planning Model” for a special purpose of ”National Foresight Program”. Additional case studies are conducted with scenario planning follow the model steps. Based on research reports of Nation and research centre, as well as publish information of international research centre, this thesis used the deductive method to explain the mode of the model is preceded. At the same time tested and verified the practicability of the model.
