武器獲得專案管理能力成熟度評量因素選擇與重要性評估

摘要


當今企業為了打造一個高效率及高品質的生產環境,都已將焦點移轉至專案管理組織能力成熟度上,並陸續發展出30多種不同體系的「專案管理能力成熟度模式」,以評量組織在專案管理的成熟度。惟此些模式僅適用於軟體開發、建築工程、資訊科技等類之專案,偏重於開發流程或專案管理知識體系為基礎的成熟度評估,並無法完全適用我國防武器獲得之專案管理成熟度評估。經實證研究發現,「專案管理能力」會隨著不同的產業或不同的專案型態,其適用成熟度評量因素亦不相同。國防組織運用「專案管理」的方法來執行武器系統獲得管理由來已久,而現今國防組織已無法僅由單一專案成功來達成國防策略及建軍目標,所以必須強調各武器獲得專案間的資源分配,並置重點於專案與專案之整合、協調及執行,才能達到組織策略目標。本研究旨在探討國防組織武器獲得專案管理能力成熟度評量因素選擇及重要性評估,首先藉由德菲法(Delphi)找出屬於國防組織特有之「武器系統獲得專案管理」成功構面及關鍵因素,研究中發現「組織專案管理能力」比「專案管理程序能力」和「專案團隊能力」重要。其次運用分析層級法(AHP)篩選出20項關鍵因素,並進行權重分析及整體一致性檢定,以掌握國防組織專案管理核心價值。最後,運用「專案管理能力成熟度評量」概念,發展適合國防組織之「武器獲得專案管理能力成熟度評量表」,以作為評量國防組織專案管理能力成熟度,以作為組織發展專案管理策略的依據。

To create a high efficiency and quality production environment, contemporary companies have turned their focus on the issue of project management capability maturity. Up to now, there have been more than 30 different project management capability maturity models developed to measure the maturity of an organization on project management capability. Nevertheless, these models are just suitable for the maturity evaluation of software development, architecture engineering and information technology projects, which lay particular stress on development procedure or the PMBOK system. Through empirical studies, it has been proved that useful maturity evaluation factors for project management capability are changed with the needs from different industries and project types. The techniques of Project Management have been adapted by the Department of Defense, Taiwan, for a long time to possess of various weapon systems. The success of individual projects in our defense department can no longer achieve current defense strategies and the constructive scheme of ”Army, Navy and Air force Joint combat”. Resources deployment between different weapon acquisition projects must be emphasized. Additionally, the integration, coordination and implementation among different projects should be highlighted to accomplish organizational strategic aims. This research aims at selecting and weighting essential maturity evaluation factors to measure weapon acquisition project management capability for national defense organizations. The first part of the research is to find out the specific successful dimensions and key factors through the Delphi method for defense organizations. The research result shows that ”Project management capability of organization” is more important than the other two dimensions, ”Project management procedure capability” and ”Project team capability.” To capture the core value of project management in defense organizations, the second part of the research employs the Analytic Hierarchy Process (AHP) method to sieve 20 key factors out, compute their weights and examine the overall consistence of judgments. Finally, this research adopts the idea of project management capability maturity evaluation to create a ”maturity measurement tool of weapon acquisition project management capability” for defense organizations to appraise their project management capability and further to use for determining project management strategies.
