社口實驗林場賞螢季收費之態勢（SWOT）分析

近年來社口實驗林場之賞螢遊客大幅增加造成遊憩壓力，破壞棲地環境，也對當地交通造成負面影響。管理單位擬對賞螢遊客酌收入園與解說導覽費用，藉以管控遊客數量並降低對環境的負面衝擊。因此本研究將應用SWOT分析，預先評估社口實驗林場於賞螢收費策略之態勢。結果顯示社口林場距離市區近、螢火蟲數量多及師資學生等人力資源為其優勢；而道路狹窄、場地設備簡陋、森林與附近私有地交雜為其劣勢；機會包括生態旅遊之趨勢、推廣環境教育、減緩環境衝擊以保永續經營等；威脅則是其他賞螢地點之競爭、氣候因子影響螢火蟲族群及社區居民可能反對等因素。總結來說，社口實驗林場於賞螢季建立收費機制，除能直接減少遊客人數，降低對環境負荷，同時也可增加營收，對林場經營將有正面助益。然而，另一方面亦需要與地方或與社區居民建立協商、合作與回饋機制，以降低劣勢與威脅。期望本研究結果，可做為將來研擬經營策略之參考依據。

In recent years, the number of visitors to the Shekou Experimental Forest has increased dramatically during firefly season. It causes recreation pressure, degradation the environment of habitat, and leading to negative impacts on local traffic. The responsible agency intends to collect entrance and guide fee to control the number of tourists and reduce the negative impacts on the environment. Hence, this study applied SWOT analysis to evaluate charging fees for Shekou Experimental Forest in firefly season in advanced. The results show that short distance to urban area, large number of fireflies, and human resources such as teachers and students are strengths. Weaknesses are narrow road, simple and crude equipment, and forestland mixed with some nearby private land. Opportunities include trends in ecotourism, promotion of environmental education, and mitigating environmental impacts to ensure sustainable management. Threats are competition with other firefly tour attractions, climate factors affecting the firefly population and community residents may object. In summary, by establishing a mechanism of collecting fees during firefly season, the Shekou Experimental Forest can directly reduce the number of tourists, lower the impacts on the environment, and increasing the revenue. However, on the other hand, it is also necessary to establish mechanisms of negotiation, cooperation and feedback mechanisms with local or community residents to reduce weakness and threats. It is expected that the results can be useful and as reference materials for future research and development of management strategies.
