摘要

本研究以等級支配特徵模型為藍本，針對全民健保中的「部分負擔制度」、「分級醫療」和「轉診制度」加以分析。主要的結論如下：第一，「部分負擔費用」的收取應隨著醫療機構的規模之擴大而增加。第二，當特定醫療機構面臨固定等候時間的限制時，規模大的醫療機構應全力提供重病患醫療服務：反之，規模小的醫療機構應全力提供輕病患醫療服務。

In this study, a class dominance characteristics model is applied to analyze Taiwan health insurance policies. Attention is placed mainly upon three areas: ”cost-sharing”、”hierarchical medical care” and ”referral system”. There are two major results: First, for any given level; patient, the required cost-sharing is greater (smaller) when (s)he attends a larger (smaller) hospital Seconds, given the fixed waiting time imposed by the hospital, the larger (smaller) hospital should provide medical care solely to patients who need more (less) intensive care.
